History

 

The Republic of Buryatia  (Респу́блика Буря́тия, : Буряад Улас, ) is, located in Siberia. Formerly part of the Siberian Federal District, it is part of the Russian Far East since 2018. Its capital is the city of Ulan-Ude.)

 

The Buryats were created by a mix of indigenous shamanic populations and nomadic Mongols in the 9th and 10th centuries and developed their own culture and form of shamanism with Tibetan Buddhist influences. In the 12th century they were subdued by Genghis Khan and then remained under the influence of his empire for three centuries. When the Mongols in the south and east had to submit to the Manchus, the Boerjats ended their friendly relationship with their southern brotherly peoples. As a result, however, they became isolated from the relationship of Mongols and Manchus and decided to enter into an alliance with Russia advancing ever further east.

 

The Russians came to the area in the 17th century in search of wealth, gold and fur and founded the fort at Uelan-Ude in 1666, from where Russian colonization began. The Buryatian princes became army officers within the Russian Army. This allowed the Buryatian cavalry to suppress local contradictions with the help of Russian troops. A large number of Mongols fled south for forced assimilation. The large-scale economic development of the area began with the construction of the Trans-Siberian Railway in the second half of the 19th century. In 1923, the Buryatic ASSR was created from the Buryatic-Mongolian and Mongolian-Buryatic oblasts, which, after the fall of the Soviet Union in 1992, gained the status of an autonomous republic with the name Republic of Buryatia.

 

Heraldry

 

On 30 May 1923, the Buryat-Mongol Autonomous Soviet Socialist Republic was formed from two autonomous regions of the Buryat-Mongols of Siberia and the Far East.

 

In February 1937, the Constitution of the BMASR was adopted, Article 111 described the emblem of the republic: the emblem is similar to the emblem of the RSFSR, but all the inscriptions are made in Russian and Buryat-Mongolian. Initially, the Buryat-Mongolian language used Latin graphics, and the inscriptions looked like: "РСФСР. RSFSR. БУРЯТ-МОНГОЛЬСКАЯ АССР. BURIAAD-MONGOL ASSR. A later coat of arms in the Constitution shows the emblem with the inscription: " РСФСР. БМАССР (after the transition to Russian script, these abbreviations became the same in both languages). ПРОЛЕТАРИИ ВСЕХ СТРАН, СОЕДИНЯЙТЕСЬ! БУХЫ ОРОНУ УДАЙ ПРОЛЕТАРИНАР, НЭГЭДЭГТЫ!" The Constitution, adopted at the Extraordinary VIII session of the Supreme Council of the BASSR IX convocation on 30 May 1978, enshrined state symbols in Article 157 (coat of arms) and Article 158 (flag). They remained the same, only the inscriptions changed slightly, and a red five-pointed star appeared above the coat of arms.

The name of the republic in Buryat is БУРЯАДАЙ АССР and the motto:
"
БYХЫ ОРОНУУДАЙ ПРОЛЕТАРИНАР, НЭГЭДЭГТЫ!"

The State Emblem of the Republic of Buryatia was approved on 20 April 1995 by  Resolution of the People's Khural (Law "On the State Emblem of the Republic of Buryatia", Resolution No. 119-I). The author of the coat of arms is A.Khorёnov. The law on the coat of arms was ratified through publication in the newspaper Buryatia (No. 90, 05/18/95). According to the text of the Law it is:

 

"Article 1. The state emblem of the Republic of Buryatia is a three-colored circle in the colors of the national flag blue-white-yellow.

Настоящий закон устанавливает официальный символ государственности Республики Бурятия - герб Республики Бурятия, его описание, правовое положение и официальное использование.

 

Статья 1. Государственный герб Республики Бурятия представляет собой трехцветный круг (сине - бело - желтый цвета национального флага).

                В верхней части круга - золотое соембо - традиционный символ вечной жизни (солнце, луна, очаг).

                В центре круга - одинаковой ширины сине - белые полосы - волны Байкала, а также светло - зеленого и темно - зеленого фона горные вершины, характерные для местного ландшафта.

                Нижнюю часть круга обрамляет голубая лента "хадак" - символ гостеприимства народа Бурятии, центральная часть которой является основанием герба. Лента равномерно один раз с каждой стороны нижней части круга обвивает герб. Концы ее ниспадают по обе стороны герба над его основанием. (в ред. Закона Республики Бурятия от 25.08.1999 N 243-II)

                Все элементы герба помещаются в поле четырехугольного, заостренного снизу геральдического щита. (часть введена Законом Республики Бурятия от 25.08.1999 N 243-II)

 

Статья 2. Изображение Государственного герба Республики Бурятия помещается:

- на зданиях Народного Хурала Республики Бурятия и администрации Президента Республики Бурятия, Правительства Республики Бурятия, министерств и ведомств Республики Бурятия, других подведомственных Правительству Республики Бурятия органов, Конституционного Суда, Верховного Суда и других судов Республики Бурятия, зданиях органов местного самоуправления Республики Бурятия, а также на зданиях представительств Республики Бурятия за ее пределами;

- в залах, где проводятся сессии Народного Хурала Республики Бурятия, заседания Совета Народного Хурала Республики Бурятия, Правительства Республики Бурятия, Конституционного Суда, Верховного Суда и других судов Республики Бурятия, а также в помещениях государственной регистрации рождений и браков;

- на печатях и бланках документов Народного Хурала Республики Бурятия, Президента Республики Бурятия, Правительства Республики Бурятия, Конституционного Суда, Верховного Суда и других судов Республики Бурятия, министерств и ведомств Республики Бурятия, органов местного самоуправления Республики Бурятия, а также предприятий, учреждений и организаций республиканского подчинения, которым право помещения изображения герба на печатях и бланках документов предоставлено законодательством Республики Бурятия;

- на государственных ценных бумагах и знаках государственных наград Республики Бурятия;

- на официальных изданиях Народного Хурала Республики Бурятия, Президента Республики Бурятия, Правительства Республики Бурятия, Конституционного Суда Республики Бурятия.

 

Статья 3. Воспроизводимое изображение Государственного герба Республики Бурятия, независимо от его размеров, должно соответствовать точному геральдическому описанию, гласящему: "в серебряном поле - кольцо, просеченное лазурью (синим, голубым цветом) серебром и золотом, причем лазоревая часть вдвое шире каждой из двух описанных, в кольцо вписана выщербленная, пятикратно выщербленно пересеченная лазоревая и серебряная оконечность и над ней три зеленых горы, из которых средняя выше; во главе поверх кольца - золотое соембо, составленное из шара (безанта), сопровождаемого вверху огнем о трех языках, а внизу - полумесяцем; в оконечности кольцо сопровождено лазоревым хадаком, концы которого обвивают кольцо по сторонам. Статья 4. Настоящий Закон вступает в силу со дня его официального опубликования.

Now all elements of the emblem fit into the silver heraldic shield. The name of the republic is removed from blue ribbon The new coat of arms entered into force on 1 January 2000. The Law reads::

 

Статья 1.

Article 1. The state emblem of the Republic of Buryatia is a three-color circle (blue - white - yellow colors of the national flag).

At the top of the circle - golden soymbo - a traditional symbol of eternal life (sun, moon, hearth).

In the center of the circle - the same width of blue - white stripes - waves of Lake Baikal, as well as light green and dark green background mountain peaks, characteristic of the local landscape. The lower part of the circle is framed by a blue “hadak” ribbon - a symbol of hospitality of the people of Buryatia, the central part of which is the base of the coat of arms. The tape uniformly once on each side of the bottom of the circle wraps around the coat of arms. Its ends fall on both sides of the coat of arms above its base.

 

The coat of arms of Buryatia is included in the State Heraldic Register of the Russian Federation under No. 989.
